Security licensing requirements in Singapore

These are the documents XGuard asks agencies in Singapore to hold before they can list. XGuard checks them and never provides or arranges cover. The licence itself is issued by the Singapore Police Force. Independent professionals and agencies both list on XGuard; local rules decide who must hold which licence.

Who licenses
The Singapore Police Force (SPF); its Police Regulatory Department handles licensing enquiries.
Who needs a licence
A Security Officer licence is required to patrol or guard another person's property, act as bodyguard or bouncer, screen people entering premises, or regulate traffic. Applicants must be fit and proper and be a Singapore citizen, a permanent resident, or a Malaysian citizen with a valid work pass.
Steps
- Sign in to GoBusiness with Singpass and apply.
- Complete the four mandatory Workforce Skills Qualifications modules for the Security Officer grade: Handle Security Incidents and Services, Provide Guard and Patrol Services, Recognise Terrorist Threats, and Operate Basic Security Equipment. Existing officers must finish the last by 31 December 2026.
- Pass the fit-and-proper assessment.
- Pay the SGD 16 application fee (SPF page, checked 2026-10-19; the same fee applies to renewal). Officers over 60 need a doctor's fitness certificate.
- Licence valid 5 years; renewal requires a refresher quiz.
